Clifford Devlin were appointed to deliver the installation of new electrical and water services at London's City Hall, one of the capital's most recognisable public buildings.

The project involved excavating two trenches approximately 600mm deep to accommodate new utility connections while working within a busy public environment that required careful planning and strict safety controls. The works formed part of an upgrade to the site's infrastructure and had to be completed with minimal disruption to pedestrians and surrounding operations.

Before work commenced, detailed surveys were carried out to identify existing underground services, allowing the team to plan excavation routes and minimise the risk of striking buried utilities. The project required close coordination throughout, with excavation works progressing in carefully controlled stages to ensure safe access was maintained across the site at all times. Where trenches crossed pedestrian routes, temporary road plates were installed so members of the public could continue to move safely through the area while construction activities were underway.

Working adjacent to the River Thames and within a high-profile public location presented several challenges, including managing pedestrian movements, protecting existing infrastructure and maintaining a safe working environment.

Clifford Devlin developed comprehensive Risk Assessed Method Statements and a Construction Phase Plan to identify and control hazards associated with underground services, dust, noise, manual handling, adverse weather conditions and public interface. All operatives received site-specific inductions, task briefings and appropriate personal protective equipment before work began, with regular monitoring and supervision ensuring that high safety standards were maintained throughout the project.

Following excavation, new electrical ducting and water service infrastructure were installed before the trenches were carefully backfilled and compacted to prevent future settlement. The surrounding paving and landscaped areas were reinstated to match the existing finishes, ensuring the completed works blended seamlessly with the public realm. Final electrical connections were undertaken by specialist contractors under separate procedures, completing the new service installation.

The project was completed safely, on a strict 2 week programme and with minimal disruption to City Hall and the public.
