After thirty-two years working from Bow we have relocated our Head Office to a purpose-built space in Thurrock, Essex

In June 2021 we relocated our Head Office from Bow, East London, to purpose-built space in Thurrock, Essex. The 1.6 acre site contains refurbished offices for twenty admin and management staff, meeting rooms as well as space for our plant, fleet and materials stores.

“It was quite a wrench to leave our home of the last 32 years,” says Clifford Devlin’s Head of Administration, Siobhan Clifford, “However, the new site offers us excellent transport links with the Dartford Crossing on our doorstep and the A13 and M25 just 5 minutes away. This will make us more accessible for staff and visitors while enhancing our responsiveness for reactive contracts throughout London and the Home Counties.”

The site in Bow had also become awkward to operate from explains Siobhan:
“It was definitely time for us to move on,” she says, “When we moved to Bow the location near Devons Road was essentially an industrial site and a perfect location for our yard. In recent years the area has become increasingly gentrified with industrial units re-developed for residential tenants and arts/crafts workshops who were less tolerant of the presence of our plant, machinery and operatives.”

“The need to move was some time ago factored into the long term succession planning for the business and has now been neatly choreographed to coincide with the change of ownership to the EOT and the formation of the new Board of Directors.”

The new address is: Clifford House, Hedley Avenue, West Thurrock, Grays, Essex RM20 4EL

The telephone number remains the same: 020 7538 8721

Over twenty staff attended an afternoon of go-karting on Saturday 5th June organised by our Asbestos Compliance Manager, Steven Greenhalgh. The team bonding event, held at Capital Karts in Barking, was one of a number of initiatives planned to increase integration and engagement of our staff following the company’s transition to employee-owned status announced in February.

The event, which was attended by Managing Director Tim Clifford, Head of Administration, Siobhan Clifford as well as members of the company’s new EOT board, included a 15 minute qualifying race for fastest lap time to determine the grid starting positions for the non-stop 35 minute Grand Prix-style Race with a trophy presentation for the top three drivers.

Asbestos operative Ross Cressingham topped the leaderboard (with a best lap time of 77.261 sec) making this his second major achievement of the last few months following his success in being named UK Asbestos Operative of the Year by the industry body ARCA in October 2020.

The event concluded post race refreshments in the Fox Connaught.

In June 2021 the Health and Safety Executive (HSE) renewed Clifford Devlin’s asbestos licence. Following a formal assessment of health and safety performance, management systems and competency, carried out in May the HSE has granted the London-based contractor a 3-year licence – the longest available.

Head of Group Operations, Liam Hennessey commented:
“I would like to congratulate those involved in the assessment process for their hard work as well as everyone involved in the Asbestos Division for its continued performance and vigilance on-site.”

The latest statistics published by the HSE reveal that just over a third (34%) of all licenced contractors hold a 3-year licence which reflects the robustness of the company’s systems for maintaining worker competency, detailed, accurate methodology and on-site supervision and auditing.

Clifford Devlin has held an asbestos licence from the HSE continuously since 1983, when licensing began.

A key ingredient in the success of the process is the company’s adoption of the electronic Assure 360 system in 2020 explains Liam:
“The integration of Assure 360 has enabled us to convert to paperless, real-time recording and reporting of every task associated with asbestos removal. This has streamlined the process on-site and enables us to enhance the monitoring and compliance of our health and safety measures in this highly-regulated discipline.”

Clifford Devlin’s levels of worker competency and performance of work on-site were recognised last year by the industry trade body the Asbestos Removal Contractors Association (ARCA). In October 2020 Clifford Devlin was presented with a twelfth consecutive Gold Award for training and a third consecutive gold following independent site audits by ARCA. We were one of only 11 licenced contractors to achieve gold in both training and site audits last year.

Following the assessments by ARCA one of our operatives, Ross Cressingham, was also named Asbestos Operative of the Year for 2020.

London-based enabling works contractor, Clifford Devlin, has been commended by the Royal Society for the Prevention of Accidents (RoSPA), during its annual health & safety awards scheme. The company’s entry for the 2021 Construction Sector Award scored gold, the highest achievable, and was one of only a select number of entries which received commendation from the judging panel.

The is the sixth-consecutive gold award Clifford Devlin has achieved, confirming its Gold Medal status and is its 13th gold in total since the contractor started entering the RoSPA awards in 2008.

“For obvious reasons 2020 was an extremely challenging year and we are delighted that our ability to redesign our approach to continue to operate safely during a pandemic has been recognised by such as august body as RoSPA,” said Clifford Devlin’s HSQE Director, Ian O’Connor.

This is the first time Clifford Devlin has entered the industry sector award which, unlike the achievement award, is competitive and recognises organisations that have demonstrated the best health and safety management performance within specific industry sectors.

Evidence provided by the company to demonstrate good health & safety practice during 2020 included the implementation of risk assessment, internal and external auditing, accident investigations and RIDDOR data, health surveillance, training needs analysis (TNA), continued professional development and employee-engagement.

The submission included details of the measures Clifford Devlin took which enabled it to continue to operate throughout the COVID-19 pandemic which included implementing official guidance into standard operating procedures, collaborating with clients and suppliers and applying common sense, explains Ian O’Connor:
“A series of company-wide risk assessments conducted at the outset of lockdown in March 2020 enabled us to devise new procedures that allow us to continue work while protecting the safety of our staff, clients, suppliers, residents and the public. These included COVID site inductions, applying fix-team partnering and, where possible, staggering start times, social distancing, minimising use of public transport, use of PPE and infection control as well as restricting site entry to essential personnel.”

“We also collaborated with clients and other contractors to identify measures that would enable us to continue to operate safely on active sites,” he continues, “For example, work was halted for four weeks in March 2020 on our demolition at the Euston site for HS2, while risk assessments were carried out and new safe working methods developed and implemented in conjunction with the Principal Contractor Costain Skanska JV. By restructuring the sequence of works and employing social distancing on-site, by staggering shifts and creating more site parking to reduce the use of public transport, we were able to re-start works safely in April 2020.”

Julia Small, RoSPA’s achievements director, said: “RoSPA is very proud of the achievements of its entrants, and with this award we recognise the best of the best, those organisations that have gone the extra mile, raising the bar for the delivery of safety in the workplace. Employees, wherever they may be should be able to go to work safe in the knowledge that they will return home unharmed and healthy at the end of every day. Our RoSPA Award winners are central to achieving this goal. By entering they are driving up standards and setting new safety benchmarks for organisations across the world.”

The RoSPA Awards scheme is the longest-running of its kind in the UK, but it receives nearly two thousand entries from 46 countries, making it one of the most sought-after achievement awards for health and safety worldwide. Currently, around 7 million people are directly impacted by the RoSPA Awards.

Shares in demolition and enabling works contractor, Clifford Devlin Limited, are now owned by its employees following an announcement that the London-based company has adopted the employee ownership model.

One hundred per cent of the shares previously owned by the second generation of the family-owned business established by Peter Clifford and Alphonsus (“Foncie”) Devlin, have been transferred to an Employee Ownership Trust (EOT).

An EOT is a special form of employee benefit trust introduced by the Government in September 2014 in an attempt to encourage more shareholders to set up a corporate structure similar to the John Lewis model. The aim is to facilitate wider employee-ownership, albeit via an indirect holding company.

Managing Director, Tim Clifford, believes that the move to employee ownership will help secure the long-term future of the business:
“The EOT route will enable us to transition the ownership structure without the potential disruption a sale to new owners might involve, thereby maintaining continuity of culture and business process which is what our father would have wanted,” says Tim, “It is also an opportunity for us to recognise and reward the contribution our staff make to the development and continued success of the company”.

As part of this restructuring exercise the company’s existing Management Board have been appointed as full Board members, creating directorships for Liam Hennessy (Operations), Martin Doble (Building Works), Derek Aslett (Commercial) and Ian O’Connor (HSQE).

The current Board believes that this development will also contribute to the seamless continuation of the Clifford Devlin brand and business into the future:
“Promoting our Management Board to senior status will help reduce some of the workload for day-to-day activities on the existing Directors and will improve overall governance of the business. It will further enable us to gradually transition our responsibilities over the course of time,” said Tim.

Clifford Devlin will celebrate its 60th anniversary in 2022. The firm has been a fixture of the capital’s demolition industry since 1962 when the business was originally established in North London, before moving to East London in 1972. The company, which has added asbestos removal and building works to its original core offering of demolition, has remained a family-owned business throughout. Peter Clifford, who passed away in 2010 at the age of 83, gradually transferred control and ownership to members of his family before standing down in 1998.

The company specialises in complex, inner-city, enabling works projects featuring demolition, asbestos removal, structural alternations and groundworks packages. The building division also offers a full refurbishment service. In 2020 it completed a £7.5m project to facilitate the development of the Euston hub of HS2.

Data suggests that employee-owned businesses drive corporate performance with higher productivity, profitability and greater levels of innovations.
“Aligning the interests of business needs and employees can make companies focus more on the long-term and secure more sustainable growth with an engaged and committed workforce” continues Tim Clifford, “By giving our staff a greater stake in the business we aim to increase their engagement and commitment and help build a platform for the future growth as well as provide them with an opportunity to share in the continued success of the company.”

Civil engineering Director, Declan Sherry, has been appointed to Clifford Devlin’s newly established Employee Ownership Trust (EOT) Board. He joins the London-based contractor as a Non-Executive Director with a remit to provide independent governance and oversight of its ownership restructure.

“I look forward to using my experience at Board level of various construction and civil engineering businesses to help Clifford Devlin transition to the EOT,” says Declan, “The company has an excellent reputation in the industry and I am convinced the new ownership structure will allow continued stability and help facilitate its further potential.”

In February Clifford Devlin announced it was transitioning its ownership structure to an Employee Ownership Trust (EOT).

Clifford Devlin’s Ross Cressingham has been named by the Asbestos Removal Contractors Association (ARCA) as the Asbestos Operative of 2020. The 32-year old from Canning Town, East London, was presented with ARCA’s annual Ross Turner Award along with two other operatives in October 2020.

Ross qualified for the accolade by scoring 100 per cent in the written examination of ARCA’s annual refresher training while concurrently achieving a competency qualification (RSPH Level 2 NVQ Diploma in Removal of Hazardous Waste, Construction – Licensed Asbestos) within the same timeframe.

ARCA’s Training Manager Satish Patel commented:
“The combination of an NVQ award and the successful completion of annual refresher training enables us to assess operatives’ competency in both technical and practical regard. Ross’ exemplary performance in both disciplines makes him a very worthy winner of the Ross Turner Award.”

Ross’ entire career in asbestos management has been with Clifford Devlin. He joined the company in 2011 looking for a new challenge after spending 5 years in various roles in the construction sector. Following 3-months on-the-job instruction he completed formal training to become an ARCA-trained New Asbestos Operative in 2012. Since then he has worked his way up to Advanced Operative status with the company, in 2018.

The Experienced Candidate Assessment Route (ECAR) NVQ course he attended in September 2019 was an intensive review of skills and knowledge of the specialist discipline of asbestos removal at the trade association’s Rayleigh Training Centre in Essex. The evaluation phase involved assessment via oral, written and practical tests. The practical was particularly challenging as it involved setting-up an enclosure based on a Plan of Works while being observed by an assessor throughout, which tested operatives’ skills and their ability to interpret documented plans to correctly erect the enclosure and install air locks, negative pressure units and vision panels.“We are delighted that Ross has achieved this signature honour which we feel is well deserved,” said Clifford Devlin’s Managing Director, Tim Clifford, “Ross is a quick learner and has always been keen to embrace and absorb knowledge and new skills either via formal training or from practical experience on-site. This achievement sets a great example to the rest of our workforce to try and emulate.”

Ross shares the accolade with Filip Willmanowicz of European Asbestos and Charlie Andrews of Horizon Environmental.

The award, which has been running for 12 years is named after Ross Turner who served as ARCA President from 1995 to 1997. Ross who passed away in September 2011 was renowned and respected throughout the asbestos and demolition sectors. He was one of the few people to have been Chairman of ARCA and President of both the National Federation of Demolition Contractors (NFDC) and the Institute of Demolition Engineers (IDE).
